Rutte Endorses NATO 3.0: Europe Assumes Greater Defense Responsibilities as US Pivots to Asia

NATO Secretary General Mark Rutte has officially embraced the concept of 'NATO 3.0,' describing it as the logical next step for the Alliance. Speaking in Bucharest during a meeting with the B9 group and Nordic countries, Rutte outlined a strategic shift where European members assume increased responsibility for conventional defense. This transition allows the United States, under the Trump Administration, to reorient its focus toward Asia. The joint statement emphasized strengthening security along NATO's eastern flank, from the Black Sea to the Arctic. Rutte highlighted significant financial implications, noting that effective 360-degree defense requires member states to spend approximately 3.5% of GDP on pure military capabilities, contributing to a total defense-related investment target of 5%. While most allies agreed to these targets following the Hague summit, Spain maintains it will meet obligations at 2%, a stance NATO officials warn will soon prove insufficient. Rutte also addressed the withdrawal of US troops from Germany as a sovereign decision made in close consultation, praising President Trump's foreign policy achievements. The move reflects growing European demands for greater command capacity alongside increased spending.
