ConflictThe Trump administration, through Vice President JD Vance, has requested Ukraine to cease drone strikes on oil tankers at a Russian Black Sea port. The port is part of the Caspian Pipeline Consortium terminal, which pipes oil from Kazakhstan and is crucial to global supply due to the closure of the Strait of Hormuz. US companies Chevron and ExxonMobil are connected to the pipeline, and Washington is concerned about energy market destabilization. The request was made during a July 31 phone call between Vance and Ukrainian President Zelenskyy. Ukraine has not struck tankers at the terminal since the call, but must balance this US pressure with its campaign to disrupt Russian oil revenues funding the war. The relationship between Vance and Zelenskyy has been tense since a heated Oval Office meeting in February 2025.
