Ukraine's Foreign Minister Launches Special Tribunal on Russian Aggression in Chișinău

Ukrainian Foreign Minister Andrii Sybiha traveled to Chișinău, Moldova, on May 14, 2026, to participate in the Committee of Ministers session of the Council of Europe. The primary objective of the visit was the official launch of the Special Tribunal on the Crime of Aggression against Ukraine. During the session, over thirty member states are expected to approve the Enlarged Partial Agreement, providing the legal framework necessary for the tribunal to commence operations. This development follows recent commitments from Switzerland and the European Union to join the agreement. Beyond the tribunal's establishment, Sybiha engaged in bilateral talks with Moldovan Foreign Minister Mihai Popșoi and visited Bălți, a northern Moldovan city with a significant Ukrainian population. The visit also included sideline discussions with counterparts from Council of Europe member states and leaders of international organizations. Ukraine aims for the tribunal to hold accountable not only Russian officials but also states that provided direct support to Moscow during the war. The event marks a significant diplomatic and legal milestone in the ongoing efforts to address Russian aggression through international judicial mechanisms.
