Seven Partner Countries Align with EU Sanctions on Russia's Shadow Fleet and Circumvention

Albania, Bosnia and Herzegovina, Iceland, Moldova, Montenegro, North Macedonia, and Ukraine have formally aligned with the European Union’s latest restrictive measures against Russia. This alignment, confirmed by the EU High Representative, extends sanctions targeting Russia’s shadow fleet, financial workarounds, and export routes used for military production. The measures include restrictions on 46 additional vessels associated with the shadow fleet and safeguards on tanker sales to prevent Russian end-use. Furthermore, the package prohibits maintenance services for Russian LNG tankers and bans transactions with specific Russian and third-country banks. Significant attention is given to closing loopholes in digital finance, prohibiting exchanges with Russian crypto-asset providers and banning the digital rouble. Export controls have also been tightened, activating anti-circumvention tools against Kyrgyzstan to prevent the re-export of dual-use goods like machine tools and telecommunications equipment to Russia. This coordinated effort broadens the political and practical impact of EU sanctions beyond member states, aiming to disrupt the supply chains supporting Russia’s drone and missile manufacturing capabilities while addressing complex evasion tactics involving opaque ownership and third-country intermediaries.
