AI data centers consume an immense amount of energy and release significant pollution into the air. The US state of New York has responded by enacting a moratorium. Could this serve as a model for Europe?
New York State has suspended the construction of new "hyperscalers"—data centers requiring more than 50 megawatts of power—for one year. The decision, announced Tuesday, aims to protect taxpayers, the environment, and the power grid, according to an official declaration.
The move comes amid growing concerns over the environmental impact of large-scale data centers. Key questions remain difficult to answer: How much electricity and water does an AI data center draw from local grids? How many pollutants and how much CO₂ are released in return?
A map of planned data centers in the United States reveals the scale of the boom. Countless new facilities are slated for construction, providing ample reason for moratoriums—if not outright local resistance. Residents in many areas already suffer from waste heat, noise, and emissions generated by the diesel generators and gas turbines that power many of these centers.
What began as a temporary measure on paper now risks becoming permanent. In Mississippi, for example, the Colossus 2 data center—powered by gas turbines for Elon Musk's xAI—is estimated to release 2,500 tons of nitrogen oxides, 4,000 tons of carbon, and 22 tons of formaldehyde into the air annually. A thorough environmental assessment before construction might have prevented this outcome.
The Situation in Germany
In Germany, the outlook is less dire, but blind trust is not advisable. The federal government aims to double computing capacity by 2030. Rather than enacting moratoriums or increasing pressure on data center operators, it is significantly accommodating them.
Through an amendment to the Energy Efficiency Act, the government is currently:
- Shortening approval procedures
- Weakening transparency rules
- Suspending important requirements
On a positive note, a small citizen initiative in the Main valley near Frankfurt recently prevented the construction of the first fully fossil-fuel-powered data center in Europe—including its planned gas power plant.
