Ukraine-Turkey Free Trade Agreement Ratified, Marking Milestone in Bilateral Cooperation
The Ukrainian parliament ratified a free trade agreement with Turkey on July 14, 2026, concluding nearly two decades of negotiations. The deal, signed during President Erdogan's February 2022 visit to Kyiv, aims to expand bilateral trade toward a $10 billion target. It provides for phased tariff liberalization: Turkey will immediately eliminate tariffs on 93.4% of Ukrainian industrial goods and 7.6% of agricultural products, while Ukraine will lift tariffs on 56% of Turkish industrial goods and 11.5% of agricultural products initially. The agreement includes a special clause allowing review of provisions due to Russia's full-scale invasion, which has reversed Ukraine's traditional trade surplus. Currently, grain and sunflower oil constitute 77% of Ukrainian exports to Turkey, and the deal aims to incentivize more processing in Ukraine. However, Ukrainian industries face risks from competitive Turkish sectors amid high energy costs and war-related challenges.
