Specifically, MacDonough found that funding for Border Patrol inappropriately supported non-Homeland Security activities and that $2.5 billion allocated for the Department of Homeland Security conflicted with legal frameworks regarding migrant children. Consequently, $71.7 billion in proposed new spending for Customs and Border Protection now faces a higher legislative threshold. This decision effectively halts the current strategy used by GOP senators to fully fund immigration enforcement following the end of the Department of Homeland Security shutdown.
