Trump Waives Graham Act Russia Sanctions Before They Take Effect, Drawing Bipartisan Outrage
President Donald Trump signed an executive order suspending sanctions and tariffs against Russia under the Lindsey Graham-backed sanctions law, citing US "national interests" and energy scarcity. The measures, signed in mid-September and set to take effect automatically, targeted Russia's energy sector, Putin and military officials, the shadow fleet, and up to 100 percent tariffs on Chinese and Indian goods. The waiver followed a diesel deal with Moscow and came weeks before US midterm elections. Lawmakers from both parties condemned the move, and Ukrainian President Volodymyr Zelensky said Trump is "rewarding Putin."
