Campaigners argue the stricter regulations unfairly target long-term residents and small business owners, particularly in the food industry. Data indicates a 96% drop in business manager visa applications since the revision. While Economic Security Minister Kimi Onoda defended the measures as necessary to prevent system abuse and address concerns over shell companies, critics highlight the contradiction with Japan's ongoing labor shortages and aging population.
