CNO Warns Middle East Conflict Costs May Halt Sailor Training Without Supplemental Funding

Admiral Daryl Caudle, the Chief of Naval Operations (CNO), testified before the House Armed Services Committee that the US Navy may be forced to pause the processing of up to 15,000 new enlisted recruits. This potential halt in accessions is attributed to a lack of supplemental funding required to cover the rising costs associated with ongoing military operations in the Middle East, specifically referred to as Operation Epic Fury. Caudle explained that the fiscal year 2027 budget was not designed to accommodate these unexpected operational expenses. Consequently, the Navy lacks the necessary funds for permanent change of station costs, which are essential for transporting sailors from boot camp to their specialized A-Schools. Without additional financial support from Congress through a supplemental budget, the service cannot sustain the current flow of personnel training and may also face challenges in providing reenlistment bonuses.
