China Deepens Tech Partnership with Kazakhstan as Astana Pursues Digital Hub Status
Kazakh President Kassym-Jomart Tokayev concluded a trip to Shanghai on July 17, 2025, speaking at the World Artificial Intelligence Conference and emphasizing China's role in Kazakhstan's digital transformation. During the visit, Kazakhstan and China signed over 70 agreements and memorandums worth more than $15 billion, covering digital infrastructure, transport, security, and AI development. Huawei emerged as a key beneficiary, agreeing to a strategic partnership with Kazakhstan's Ministry of Artificial Intelligence and Digital Development and signing deals for equipment delivery and data center construction, including a 1 GW Data Center Valley project in northeastern Kazakhstan. Tokayev noted that bilateral trade reached a record $49 billion in 2023, with Chinese investments exceeding $30 billion. The deepening ties follow China's shift in focus to Central Asia after 2022, including Huawei's relocation of operations from Russia. Kazakhstan's technological dependence on China is expected to grow as it pursues hyper-digitalization.
