The Political Bureau of the Communist Party of China Central Committee held a meeting on September 21, presided over by General Secretary Xi Jinping, to discuss a draft decision on persistently advancing full and rigorous Party governance. It was decided to revise the draft based on the meeting's discussions before submitting it to the Fifth Plenum for review. The meeting noted that the opinion-gathering process was democratic and that the draft was widely praised for summarizing the achievements and experience of full and rigorous Party governance in the new era, analyzing current and future challenges, and making strategic deployments. The meeting emphasized the need to adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the 'Three Represents,' the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and to fully implement Xi Jinping's thought on Party building. It stressed maintaining strict discipline, improving the Party's governance system, and ensuring the Party remains the strong leadership core for the cause of socialism with Chinese characteristics.

会议强调

- 以党的政治建设为统领，全面推进党的各方面建设
- 充分激发全党积极性主动性创造性
- 不断实现党的自我净化、自我完善、自我革新、自我提高
- 持续增强党的政治领导力、思想引领力、群众组织力、社会号召力
确保党始终成为走在时代前列、人民衷心拥护、经得起各种风浪考验、朝气蓬勃的马克思主义执政党，始终成为中国特色社会主义事业的坚强领导核心。
进一步要求
会议强调，全党必须从巩固党的执政地位、实现中华民族伟大复兴的战略高度，深刻认识持之以恒推进全面从严治党的重要性紧迫性，坚定信心，保持定力，以更高标准、更实举措：
- 把新时代全面从严治党宝贵经验坚持好、运用好
- 把党的建设面临的突出问题整治好、解决好
- 把管党治党形成的良好政治局面巩固好、发展好
- 不断开创新时代管党治党、兴党强党新局面
