NDRC vows to activate minimum purchase price plan for grain amid El Niño risks

Beijing, September 22 — Li Chao, Deputy Director of the Policy Research Office of the National Development and Reform Commission (NDRC), announced at the Commission's September press conference on Sunday that the NDRC will work with relevant departments to implement the following measures in response to risks and challenges posed by El Niño:
- Strengthen disaster monitoring and early warning: Closely track the development of El Niño, assess risks and formulate contingency plans by region and crop type. At the same time, in conjunction with the animal and plant protection capacity enhancement project, continuously improve the capacity for monitoring, early warning, and control of abnormal weather-related pests and diseases.
- Reinforce the foundation of farmland water conservancy: Continue to advance the construction of high-standard farmland and the modernization of large and medium-sized irrigation districts. Coordinate the layout of drought-resistant water sources and drainage channels, and strengthen the integration and linkage between farmland construction and water conservancy facilities to enhance drainage and drought resistance capabilities.
- Boost technological support for the seed industry: Continue to promote the modern seed industry upgrading project. In response to disasters such as low-temperature freezing damage and consecutive winter-spring droughts, support relevant seed production bases in intensifying technical research and improving the supply capacity of high-quality seed varieties.
- Improve market regulation: Strengthen the regulation and coordinated operation of reserves at all levels, make good use of policy-based grain resources, and promptly initiate the minimum purchase price implementation plan in eligible areas to ensure the policy's role as a safety net.
