The Beijing Municipal Bureau of Economy and Information Technology and the Beijing Development and Reform Commission have jointly released the 'Action Plan for Accelerating the Development of the Token Economy in Beijing (2026-2028)'. The plan outlines 10 measures to boost the token economy, including the high-standard construction of 'token factories' with grading standards covering model adaptation, throughput, latency, cache hit rate, and power usage effectiveness (PUE). It also calls for breakthroughs in core technologies such as model-chip adaptation, lightweight models, and edge deployment. The plan proposes establishing a token quality evaluation system to support pricing and intelligent routing, and creating token distribution platforms to be integrated into new infrastructure. Application scenarios will be expanded in areas like information consulting, commercial services, industrial manufacturing, scientific research, biomedicine, and education. Additionally, the plan explores data ontology technology, innovative financial tools for computing and tokens, and international cooperation, including a China-SCO artificial intelligence application cooperation center to enhance overseas service capabilities.

Beijing – The Beijing Municipal Bureau of Economy and Information Technology, together with the Beijing Municipal Development and Reform Commission, has released the Action Plan for Accelerating the Development of the Token Economy in Beijing (2026–2028). The plan aims to cultivate new growth drivers for the token economy.
According to the document, Beijing will strengthen supply-side production by building high-standard token factories, integrate token distribution platforms into the new-type infrastructure layout, foster a consumption-side ecosystem, and expand token application scenarios.
What Are Tokens?
Tokens are the basic units of measurement for information processing in large language models (LLMs).
10 Key Measures
The Action Plan outlines 10 initiatives covering:
- Token factory construction
- Breakthroughs in core and key technologies
- Token quality evaluation
- Token distribution platforms
- Agent development and application
- Core software ecosystem for agents
- Overseas service capabilities
- Data ontology technologies
- Token engineer training
High-Standard Token Factories
Beijing will establish a tiered evaluation standard for token factories, covering core technical indicators such as:
- Number of compatible models
- Token throughput speed
- Time to first token (latency)
- Cache hit rate
- Power Usage Effectiveness (PUE)
The city will optimize resource guarantees for land, energy consumption targets, and communication networks, and provide support to token factories with industry-leading influence.
Core Technology Breakthroughs
Beijing will continue to intensify efforts in foundational model research to raise the ceiling of model intelligence. Efforts will also focus on:
- Optimizing model-chip adaptation
- Supporting R&D in inference-specific chips, model lightweighting, and edge deployment
- Building and utilizing high-level computing power resources to comprehensively enhance token production capacity
Token Pricing and Circulation
The plan calls for establishing a token quality evaluation system. It encourages collaboration between software and information service enterprises and third-party evaluation institutions to build token testing platforms. These platforms will develop objective and fair standards for token performance and quality, providing reference for token pricing and intelligent model routing.
Token Distribution Platforms
In the distribution phase, the plan proposes building token distribution platforms with enhanced cross-model, cross-modal, and cross-regional access capabilities. These platforms will offer developers:
- Unified interfaces
- Model aggregation
- Token metering and settlement services
The plan explicitly aims to integrate token distribution platforms into the new-type infrastructure layout, creating efficient service gateways for the intelligent economy.
Expanding Application Scenarios
To broaden token application scenarios, Beijing encourages internet platform companies, agent service providers, and other market entities to strengthen collaboration. The goal is to promote the large-scale deployment of agents in areas such as:
- Information consulting
- Commercial services
- Lifestyle services
Key sectors including industrial manufacturing, scientific research, biomedicine, and education will open up agent application scenarios, driving the formation of benchmark projects and promoting industry-specific token application services.
Data Ontology and Financial Innovation
The plan also proposes exploring data ontology technology paradigms to organically integrate high-quality datasets, scenario information, and compliance requirements into data products or services usable by large models.
In addition, Beijing will innovate financial tools for computing power and tokens, supporting financial institutions in developing specialized financial products for computing power infrastructure construction and token consumption scenarios. A token engineer reskilling training program will also be implemented.
Global Expansion
On the international front, the plan emphasizes deepening global cooperation and expanding overseas markets. Leveraging its token engineering advantages, Beijing will build a high-level China-SCO Countries Artificial Intelligence Application Cooperation Center. For Belt and Road Initiative partner countries and emerging global markets, the city will provide integrated solutions including open-source model adaptation, agent deployment, development toolchains, and computing power services, thereby enhancing overseas service capabilities for token technologies.
