According to a report by Cailian Press on September 18, the State Administration for Market Regulation (SAMR) has been conducting a nationwide special campaign to enforce minimum standards in compulsory product certification (CCC). The campaign includes 'double random, one public' supervisory inspections covering all 34 designated CCC certification institutions, 90 designated CCC laboratories, and 300 voluntary certification organizations. To date, designated bodies have suspended 108,500 CCC certificates involving 18,500 production enterprises and revoked 44,900 certificates involving 13,000 enterprises. Notably, over 4,200 CCC certificates for power banks and lithium batteries were revoked for failing to meet certification requirements. Additionally, SAMR reviewed 50,200 certification rules since the start of the year, rejecting 30,300 for filing and returning 17,700 for rectification, with only 2,186 approved. From January to August, local market regulation departments investigated 131 cases of illegal or non-compliant activities by certification bodies, imposing fines totaling 17.36 million yuan.

To date, designated certification bodies have suspended a cumulative total of 108,500 CCC certificates involving 18,500 production enterprises, and revoked 44,900 CCC certificates involving 13,000 production enterprises. Among these revocations were more than 4,200 CCC certificates for power banks and lithium batteries that failed to continuously meet certification requirements, thereby effectively ensuring product quality and safety.
Meanwhile, SAMR continues to carry out special rectification campaigns regarding the filing of certification rules. Since the beginning of this year:
- 50,200 rules have been reviewed
- 30,300 were rejected for filing
- 17,700 were returned for rectification
- Only 2,186 were approved
These high-standard certification rules help ensure high-quality certification activities.
From January to August this year, local market regulation departments investigated and handled 131 cases of illegal or non-compliant activities by certification bodies, imposing fines and confiscating a total of 17.36 million yuan.
