The Trump administration has refunded approximately $100 billion of tariff revenue collected under President Trump's 2025 'liberation day' duties, which were struck down by the Supreme Court in late February. The refunds, representing about 60% of the $166 billion collected under the International Emergency Economic Powers Act (IEEPA), were ordered by a federal judge. U.S. Customs and Border Protection implemented the CAPE system to process refunds, receiving over 252,000 declarations covering 25 million import entries. Trump has criticized the court ruling and is attempting to recreate the tariff regime using other legal authorities, which are already facing new court challenges. The refund process is ongoing, with over 330,000 importers affected.
