MLS owners are expected to hear a presentation on significant changes to the league's roster and salary cap rules, according to sources. The proposal, to be discussed by the sporting and competition committee ahead of the MLS All-Star Game in Charlotte, centers on a more open salary cap structure that would remove many spending restrictions while maintaining a carveout for designated players. It may also include incentives for signing young players. The changes are part of the league's 'MLS 3.0' evolution, which already includes a calendar switch to a summer-spring format. Commissioner Don Garber called the roster rule changes a 'must-do.' Any changes will likely be tied to a new collective bargaining agreement with the players' union, as the current CBA expires in January 2028.
