MLS owners are expected to hear a presentation on significant changes to the league's roster and salary cap rules, according to sources briefed by The Athletic. The MLS board of governors will meet in Charlotte ahead of the All-Star Game. The sporting and competition committee will present a preliminary proposal centered on a more open salary cap structure, removing many restrictions on team spending while maintaining a carveout for designated players. The proposal may also include rules to incentivize signing young players. This move is part of the league's 'MLS 3.0' evolution, which includes a calendar switch to a summer-spring format to align with European leagues. Commissioner Don Garber emphasized the changes are a 'must-do' but will take time. Any changes will likely be tied to a new collective bargaining agreement with the MLS Players Association, as the current CBA expires in January 2028.
