About the Sentinel Program

Cost Overruns and Congressional Scrutiny
The program has become one of the most closely scrutinized weapons systems in the Pentagon's portfolio after its projected cost ballooned from an original 2020 estimate of approximately $77.7 billion to more than $140 billion—an increase of 81 percent.
This triggered a mandatory congressional review process known as a Nunn-McCurdy breach, established by a 1982 law requiring the Pentagon to notify lawmakers when major weapons program costs grow by more than 15 percent above the original baseline. Growth beyond 25 percent triggers a more serious classification that can force the Defense Department to formally justify why a program should continue.
Sentinel's overrun fell into the more serious category. Following a review led by then-Under Secretary of Defense for Acquisition and Sustainment William LaPlante, the Pentagon certified in July 2024 that the program should proceed, arguing that starting over on a new missile system would take longer and leave the Minuteman III fleet in service well past its intended retirement date.
Root Causes of Cost Growth
According to the Pentagon's own review, most of the cost growth stems not from the missile itself but from the enormous scope of required ground infrastructure:
- Modernized command and launch facilities across 450 missile silos in five states
- More than 7,500 miles (12,070 kilometers) of new cabling
- Much of the infrastructure dates back to the original Minuteman program of the early 1960s
The Air Force has acknowledged it dramatically underestimated the scale of civil engineering work required. This miscalculation has pushed the program's expected first flight test from an original 2026 target to March 2028, though Air Force officials have said they currently have no firm timeline for when that test will actually occur.
