Russian ‘Shadow Fleet’ Suspicions Persist After Albania Drops Smuggling Case
Albanian prosecutors have dropped an investigation into the alleged smuggling of Russian oil through an Albanian port in 2023, yet concerns regarding the involved vessel’s connections to Russia’s sanctions-busting ‘shadow fleet’ remain. The tanker, formerly known as Grace Felix and now named Mestral, is managed by Cymare Navigation FZC, a UAE-based firm linked by Ukrainian intelligence to a network circumventing international embargoes. Ukraine’s GUR accuses the vessel of transporting Russian crude and petroleum products in 2025, often with its tracking system disabled, and docking in occupied Ukrainian territories. Kyiv has sanctioned both the ship and its captain. Investigations highlight Nikolay Spichenok, a British national and former executive at sanctioned Russian giant Sovcomflot, as a key figure in Cymare’s leadership. While Ukrainian authorities assert these operations finance Russia’s war effort, Cymare denies all allegations, claiming full compliance with Western sanctions and attributing tracking gaps to technical interference in the Black Sea.
