Putin Appoints General Accused of War Crimes as Belgorod Governor

Russian President Vladimir Putin has appointed Major General Alexander Shuvaev as the new governor of the Belgorod region, replacing Viacheslav Gladkov. The appointment marks a significant shift in regional leadership, substituting a civilian politician with a military commander amidst ongoing cross-border tensions. Shuvaev is currently accused by Ukrainian authorities and volunteer monitoring groups of coordinating the execution of Ukrainian prisoners of war during the Battle of Avdiivka in February 2025. Specifically, he is alleged to have permitted or participated in the killing of captured officers, including Colonel Dmytro Verbi and Lieutenant Mikola Tkach. Despite these allegations, Shuvaev holds the prestigious Hero of Russia medal and was integrated into public office through the Kremlin's Time of Heroes program. His predecessor, Gladkov, was dismissed for being too independent, particularly for publicly acknowledging damage from Ukrainian attacks and criticizing state media restrictions. As governor, Shuvaev will oversee a strategic border region frequently targeted by Ukrainian drones and commando raids, tasked with managing civil defense and infrastructure protection in an active conflict zone.
