Jamaican Man Sentenced to Three Years in US for $600,000 Lottery Scam

Roshard Andrew Carty, a 34-year-old Jamaican national, was sentenced to three years in a US federal prison for orchestrating a lottery scam that defrauded an elderly woman of over $600,000. Extradited to the United States in 2025, Carty pleaded guilty in February 2026 to charges related to the scheme. Between 2020 and 2024, he impersonated a Publisher’s Clearinghouse employee, convincing the 73-year-old victim from southwest Washington that she had won $22 million. He manipulated her into paying fictitious taxes and fees, urging her to borrow against and eventually sell her home to fund the payments. Prosecutors described Carty’s conduct as relentless and cruel, noting he contacted the victim thousands of times and exploited her isolation. Despite the victim's attempts to resist, Carty persisted, even using third-party services like tow trucks to maintain contact. The FBI emphasized that this case demonstrates their commitment to holding international fraudsters accountable. Authorities expressed concern regarding Carty’s potential return to criminal activity after his release, citing his lack of deterrence and the difficulties in monitoring him once he returns to Jamaica.
