On September 28, seven Chinese ministries including the Ministry of Industry and Information Technology jointly released the '15th Five-Year Plan for the Development of the New Battery Industry'. The plan defines new batteries as high-efficiency energy storage devices based on new mechanisms, materials, structures, and processes, including lithium, sodium, and flow batteries. It sets a target for 2030: the industry scale will grow steadily, with breakthroughs in advanced electrode materials, new electrolytes, and high-end auxiliaries. Full solid-state batteries are to achieve initial large-scale application, and long-life lithium batteries should reach 15,000 cycles. The plan outlines 19 key tasks across five areas: accelerating full-chain innovation, promoting industrial transformation, improving the industrial system, enhancing technology service capabilities, and raising the level of trade and investment cooperation. Liu Wenqiang, Party Secretary of the China Center for Information Industry Development, commented that the plan upgrades the industry's positioning from a mere component to the foundational base for multi-field electrification and a new energy system, shifting the development logic from capacity expansion to full-chain independent innovation.

September 28 — The 15th Five-Year Plan for the Development of the New-Type Battery Industry (hereinafter referred to as the "Plan"), jointly issued by seven government departments including the Ministry of Industry and Information Technology, has been officially released.
Definition and Scope
According to the Plan, new-type batteries are defined as high-efficiency electrical energy storage and conversion devices or systems centered on new mechanisms, new materials, new structures, and new processes. Representative examples include lithium batteries, sodium batteries, and flow batteries. These batteries are characterized by rapid technological iteration, broad application scope, and strong spillover effects.
Key Targets for 2030
The Plan sets the following targets to be achieved by 2030:
- Steady growth in the scale of China's new-type battery industry
- Continuous enhancement of full-chain innovation capabilities
- Breakthroughs in advanced electrode materials,新型 electrolytes, and high-end auxiliary materials
- Major progress in the development of new battery systems
- Initial large-scale application of all-solid-state batteries
- Long-cycle-life lithium batteries achieving 15,000 charge-discharge cycles
- Defect rates of leading enterprises reaching PPB level (i.e., only a few defective products per billion units)
Application Ecosystem Expansion
The Plan calls for accelerated construction of a full-scenario application ecosystem. Key areas include:
- Integrated innovation combining new-type battery technology with clean energy and end-use terminals
- Efficient empowerment of smart terminal product iteration and upgrades
- Electrification in sectors such as automobiles, ships, aviation, intelligent robots, construction machinery, and agricultural equipment
- Meeting the needs of new-type power system construction
- Further expansion of energy storage applications on the power supply side, grid side, industrial parks, and data centers
The Plan also emphasizes deeper integration of international trade and investment to achieve a rational and orderly layout of the new-type battery industry chain and supply chain, supporting global green and low-carbon development.
Implementation Framework
To achieve these goals, the Plan outlines 19 key tasks and 5 special columns across five areas:
- Accelerating full-chain innovation-driven development
- Promoting industrial transformation and upgrading
- Improving the industrial system
- Enhancing industrial technology service capabilities
- Elevating the quality and level of trade and investment cooperation
Implementation will be strengthened through:
- Enhanced government-enterprise coordination
- Implementation guidance and evaluation
- Diversified funding channels
- Deepened integration of industry and education
- Optimized market environment
Priority: Full-Chain Innovation
Notably, the Plan prioritizes "accelerating full-chain innovation-driven development" as its foremost task. Specific measures include:
- Strengthening frontier and common technology research, enhancing process collaborative innovation, accelerating breakthroughs in all-solid-state battery industrialization technology, and laying out next-generation battery systems
- Developing advanced battery materials and high-end manufacturing equipment, and addressing gaps in specialized industrial software
- Enriching the supply of high-end battery products, promoting high-end, diversified, and integrated development of new-type battery products
- Strengthening system integration innovation, leveraging artificial intelligence technologies, and enhancing R&D, application, and supporting supply of key components
- Promoting multi-field innovation and application, consolidating and expanding advantageous areas, driving innovation in transportation, creating new energy storage scenarios, and exploring applications in frontier technologies and specialized equipment
- Improving the recycling and reuse system
Four special columns are established focusing on: common and key technology upgrades, advanced materials and high-end equipment upgrades, new-type battery product innovation, and high-end system integration technology advancement.
Industry Positioning Upgrade
According to Liu Wenqiang, Party Secretary of the China Electronic Information Industry Development Research Institute, new-type batteries were previously viewed more as components rather than an independent sector. The Plan now clearly positions the new-type battery industry as:
- A key pillar for building a new-type energy system and cultivating new productive forces
- A foundational base for emerging pillar industries such as new-type energy storage, low-altitude economy, and intelligent robots
This signifies that the new-type battery industry has been upgraded to serve as the underlying foundation for multi-field electrification and the new-type energy system, providing critical support for building a manufacturing powerhouse, energy powerhouse, transportation powerhouse, and digital China.
Strategic Shift in Development Logic
Liu Wenqiang noted that while China's new-type battery industry has achieved阶段性 advantages, scale leadership does not equate to long-term industrial leadership. As the industry moves to the global frontier, fewer ready-made technology paths remain for reference. The development logic must shift from "expanding capacity and scale" to "full-chain independent innovation and self-defined technology direction." Innovation has evolved from single-point breakthroughs to full-chain, systematic advancement, and from passive following to active definition.
He further emphasized that the new-type battery industry is transforming from a pure manufacturing segment to a full life-cycle, full-scenario application model. The Plan proposes building an innovation-driven, safe, reliable, efficient, resilient, and smart low-carbon industrial ecosystem. It deploys four major tasks: digitalization, green development, integration, and safety development, accelerating empowerment of smart terminal product iteration, automobiles, aviation, intelligent robots, and energy storage. In essence, the Plan redefines the industry boundary as a "manufacturing + recycling + application + service" networked ecosystem, with digitalization, green development, and integration becoming core directions for reshaping the industrial landscape.
