Several Chinese regional banks, including Bank of Beijing, Harbin Bank, and Beijing Rural Commercial Bank, have initiated open market recruitment for mid-level management positions, releasing multiple core business management roles at the head office level. The positions span asset-liability management, risk management, technology management, and corporate finance. Bank of Beijing has opened five core management positions, with age limits of 50 or 45 years old depending on the role, though exceptions may be made for exceptional candidates. Harbin Bank is recruiting for three deputy-level positions with an age limit of 45. Beijing Rural Commercial Bank is seeking a corporate finance director requiring at least 10 years of relevant experience and 5 years of management experience at financial enterprises. Industry analysts note that unlike state-owned banks with mature internal training systems, regional city and rural commercial banks face operational pressures from narrowing interest margins and digital transformation, with limited internal talent reserves. Open market recruitment helps quickly fill gaps in investment research, risk control, and asset-liability management capabilities. The article notes that internal promotion and market-based selection are not mutually exclusive but flexible approaches based on banks' development needs.

These positions span key areas such as asset-liability management, risk management, technology management, and corporate banking.
Bank of Beijing Opens Five Core Management Positions

- General Manager, Risk Management Department

Age requirements:
- The first three positions require candidates aged 50 or below (born on or after October 1, 1975).
- The latter two positions require candidates aged 45 or below (born on or after October 1, 1980).
Exceptional candidates may be granted appropriate flexibility on certain conditions.

Harbin Bank is recruiting for three positions:

- At least 10 years of experience in the relevant field
- A minimum of 5 years of management experience in financial enterprises
- Preference will be given to candidates with management experience at the head office or provincial branches of major state-owned commercial banks or national joint-stock commercial banks.
Broader Trend: Senior Management Recruitment at Regional Banks
Beyond mid-level roles, several regional banks have also publicly recruited senior executives earlier this year.
- February: Langfang Bank publicly recruited five senior management positions at the head-office level, including two Deputy General Managers, one Board Secretary, one Chief Risk Officer, and one Chief Compliance Officer.
- April: The same bank launched recruitment for the General Manager of its Tianjin Branch and the General Manager of its Head Office Financial Markets Department.
- May: Guangdong Nanyue Bank publicly recruited a Deputy General Manager and an Assistant General Manager, with responsibilities covering retail banking, risk management, and financial markets.
Industry Insight
Industry insiders note that, unlike major state-owned banks with well-established internal training mechanisms, local city commercial banks and rural commercial banks face operational pressures such as narrowing interest margins and the need for digital transformation. Their internal talent pools are often limited.
Launching market-based recruitment for mid-to-senior positions helps these banks quickly fill capability gaps in areas such as investment research, risk control, and asset-liability management. Internal promotion and market-based selection are not mutually exclusive; rather, both represent flexible approaches that banks adopt based on their current development needs.
