Several Chinese regional banks, including Bank of Beijing, Harbin Bank, and Beijing Rural Commercial Bank, have launched open recruitment for mid-level management positions, releasing multiple core business management roles at the head office level. The positions cover areas such as asset-liability management, risk management, technology management, and corporate finance. Bank of Beijing has opened five core management positions, with three requiring candidates aged 50 or below and two requiring candidates aged 45 or below. Harbin Bank is recruiting three deputy-level managers with an age limit of 45. Beijing Rural Commercial Bank is hiring a corporate finance director, requiring at least 10 years of relevant experience and 5 years of management experience in financial enterprises. Industry insiders note that unlike large state-owned banks with mature internal training systems, local city and rural commercial banks face operational pressures from narrowing interest margins and digital transformation, with limited internal talent reserves. Open market recruitment helps quickly fill gaps in investment research, risk control, and asset-liability management capabilities. Internal promotion and market-based recruitment are not mutually exclusive but flexible methods for banks to select talent based on their development needs.

Earlier Senior Management Recruitment by Regional Banks
In addition to mid-level positions, some regional banks have previously conducted open recruitment for senior management roles:
- February this year: Langfang Bank publicly recruited five senior management positions at the head office level, including two Deputy General Managers, one Board Secretary, one Chief Risk Officer, and one Chief Compliance Officer.
- April this year: The same bank again opened recruitment for the General Manager of its Tianjin Branch and the General Manager of its Financial Markets Department at the head office.
- May this year: Guangdong Nanyue Bank publicly recruited a Deputy General Manager and an Assistant General Manager at the head office level, focusing on retail, risk, and financial market operations.
Industry Insight
Industry insiders note that, unlike state-owned large banks with mature internal training mechanisms, local city commercial banks and rural commercial banks face operational pressures such as narrowing interest rate spreads and digital transformation, with relatively limited internal talent reserves. Launching market-based recruitment for mid-to-senior management helps quickly fill capability gaps in areas such as investment research, risk control, and asset-liability management.
Internal promotion and market-based recruitment are not mutually exclusive; both are flexible approaches banks adopt based on their current development needs.
