To address this bottleneck, Jiangsu Bank and Provincial Sci-Tech Guarantee established a head-to-head coordination mechanism and engaged in deep product co-creation, restructuring the traditional credit assessment framework. By integrating the bank's internal five-dimensional evaluation of tech enterprises and incorporating parameters such as computing power scale and token consumption as core credit criteria, the partnership transforms computing power—a new production factor—into a quantifiable and financeable credit asset, effectively monetizing "data credit."
In addition, the two parties jointly designed three sub-products:

Leveraging a close bank-guarantee coordination mechanism, Jiangsu Bank and its partner guarantee institutions quickly launched the first batch of "Computing Power Token Guarantee" projects in Zhenjiang, Nanjing, and Suzhou, precisely matching the financing needs of enterprises at different stages of the value chain.
Zhenjiang: First Project in the Province
A cloud computing company in Zhenjiang—one of the leading third-party independent high-defense computing power providers in East China—has built its own Guantang Supercomputing Center, with daily token consumption ranging from 500 million to 700 million. Jiangsu Bank, together with Provincial Sci-Tech Guarantee and Zhenjiang Guarantee, formed a dedicated task force to accelerate the process from needs assessment and joint due diligence to document issuance and loan disbursement. The result was the province's first "Computing Power Token Guarantee" loan of 5 million yuan, supporting the company's expansion of computing infrastructure and strengthening the regional AI computing power base.
Nanjing: Direct Support for "Little Giant" Enterprise
A data technology company in Nanjing, recognized as a national-level specialized and new "Little Giant" enterprise, faces computing power procurement as its largest fixed expense. Jiangsu Bank and Provincial Sci-Tech Guarantee determined the guaranteed credit line based on the company's computing procurement needs and operational data, providing a dedicated guaranteed loan of 10 million yuan—the largest among the first batch of "Computing Power Token Guarantee" projects. This effectively alleviated the company's capital pressure from computing power investment and ensured stable business operations.
Suzhou: Exploring a "Guarantee + Equity Warrant" Model
An intelligent technology company incubated under the Chinese Academy of Sciences' "Hongguang Special Project" faced financing difficulties due to a lack of collateral. Jiangsu Bank and Provincial Sci-Tech Guarantee supported its large-model R&D through a "guarantee + equity warrant" model, disbursing a loan of 1 million yuan. The company's robots are now deployed at multiple airports across the country, extending the bank-guarantee collaboration from "debt support" to "investment-guarantee linkage."
