Against the backdrop of the Healthy China strategy and the deepening development of the Guangdong-Hong Kong-Macao Greater Bay Area, the 2026 Bay Area Conference and Greater Bay Area International Medical Health Industry Exchange and Cooperation Summit was held on September 21 in Shekou, Shenzhen.
Strategic Cooperation Launch
During the cooperation ceremony, Ping An Good Doctor, PKU Healthcare, and the Clinic Alliance jointly launched the "Deep Cooperation on Medical-Insurance Integration and Clinic Network Co-construction" initiative. The three parties formally signed the Framework Agreement on Deep Cooperation for Clinic Network Co-construction and Medical-Insurance Integration.
Summit Theme and Focus
Themed "Rising Tide in the Greater Bay Area, Embracing a New Era of Health," the summit focused on international medical services, cross-border healthcare, commercial insurance payment, and cooperation opportunities in the health industry. Its goal was to establish a high-level medical health industry exchange and cooperation platform rooted in the Greater Bay Area and connected to global markets.
The Rise of Medical-Insurance Integration
Against the backdrop of an aging population and rising health demands, commercial health insurance is becoming a vital component of the multi-tiered medical security system. Medical-insurance integration has emerged as a key development direction. The Greater Bay Area, with its high degree of medical openness and active cross-border healthcare demand, offers fertile ground for exploring medical-insurance synergy.
Insights from Ping An Health Chairman
Zhu Yougang, Chairman of Ping An Healthcare and Technology Company Limited, shared insights from four perspectives: Ping An's industrial layout, medical-insurance cooperation opportunities, cooperation principles, and co-construction pathways.
He noted that the market space for medical-insurance synergy is vast, and clinic network co-construction serves as a critical vehicle for translating industry opportunities into tangible business. In 2025, Ping An achieved health insurance premium income of 159 billion yuan. According to estimates, insurance liability (health management) and complimentary benefits correspond to approximately 50 billion yuan in medical and health service demand. Combined with an annual claims fund pool of nearly 250 billion yuan and corporate health management scale of about 40 billion yuan, the market potential for medical-insurance synergy is substantial.
He emphasized that the chronic disease management, outpatient follow-ups, and diagnostic testing needs of commercial insurance clients align well with the strengths of primary care clinics, bringing business growth opportunities for clinic partners.
Three Consensus Principles and Two Collaborative Management Mechanisms
Zhu proposed that clinic network co-construction must adhere to three basic consensus principles and two collaborative management mechanisms:
- Three Consensus Principles: Adhere to clinical standards, ensure quality and safety, and optimize service experience.
- Two Management Mechanisms: Ensure data security and implement dynamic, tiered co-construction.
The project will proceed in four phases: application and evaluation, signing and onboarding, pilot operations, and large-scale co-construction.
Building a Four-Party Collaborative Ecosystem
Zhu stated that clinic network co-construction will create a four-party collaborative primary care health service ecosystem:
- PKU Healthcare will provide clinical pathways, quality control systems, and expert talent resources to drive the下沉 of quality medical capabilities.
- Ping An Good Doctor will offer digital capabilities, product co-creation, and operational support to connect online and offline service chains.
- Ping An Health Insurance will provide commercial insurance payment, direct medical payment networks, and customer benefit design to innovate diversified payment models.
- Partner clinics and community healthcare institutions will be responsible for service delivery and continuously improving patient experience.
All parties will uphold both standards and empowerment, opening resources to partner institutions at different levels, ultimately enabling more people to access professional, continuous, and accessible health services close to home.
