Chengdu, with China Telecom, launches first Token factory to build western China's compute and token economy hub

On September 23, the "Tianfu Token Intelligent Manufacturing Factory" computing power public service platform was unveiled in Chengdu. Jointly developed by the Chengdu municipal government and China Telecom, this marks the city's first Token public service platform built on a fully domestic IT infrastructure. The platform aims to address gaps in computing power scheduling and tokenization services, promote the transition from traditional server rack leasing to on-demand tokenized computing supply, and strengthen the digital foundation for Chengdu's new quality productive forces.

According to official sources, the "Tianfu Token Intelligent Manufacturing Factory" is a comprehensive computing power public service platform integrating:

• Computing power scheduling
• Model adaptation
• Token metering
• Data circulation
• Application enablement
• Cross-border security

Positioned as the core carrier for Chengdu's computing power scheduling and Token hub operations, the platform builds an integrated Token operation and scheduling service system encompassing computing power, models, and applications. It aims to provide inclusive, open, and compliant computing power and token supply services to market entities across the city.

Key Functions and Benefits

The platform fully consolidates the city's computing power and Token resources, breaking down geographical barriers and resource silos. It enables computing power to be as accessible and metered as "water and electricity," addressing common enterprise challenges such as difficulty, high cost, and complexity in accessing computing resources.

As the pilot construction and operation entity, China Telecom Chengdu Branch provides full-chain support for the platform through:

• The "Zhiyun Sichuan" Token integrated service
• The "Xirang" computing power interconnection scheduling platform
• The "Rongshu Park" data element circulation service platform

By integrating heterogeneous computing resources and an "AI supermarket," China Telecom Chengdu serves as the unified Token supply hub, delivering inclusive AI Token services via API to sectors including government services, industrial manufacturing, healthcare, education and research, and digital cultural creativity.

Token Value Co-Creation Initiative

At the launch event, the "Token Value Co-Creation Action Plan" was simultaneously initiated. Ten enterprises, including China Telecom Chengdu Branch, Volcano Engine, and Kezhi Huichuan, joined as the first batch of partners. Together with ecosystem partners such as Huakun Zhenyu, Inspur, Haiguang, Muxi, and Baidu Intelligent Cloud, they will collaboratively build a "computing power + model + application" synergistic ecosystem, supporting Chengdu in its efforts to become a national pilot zone for next-generation artificial intelligence innovation.

Future Outlook

Aligned with Chengdu's computing network planning—characterized by "urban agglomeration, metropolitan coordination, provincial linkage, and cross-provincial expansion"—the "Tianfu Token Intelligent Manufacturing Factory" will:
