On September 23, Xingyin Fund announced a senior management change, with Dong Xiaoliang appointed as the new chairman, replacing Huang Deliang who had held the role since August 2025. Huang Deliang, who also serves as chairman of parent company Huafu Securities and vice general manager of Fujian Financial Investment Company, stepped down. Dong Xiaoliang, a nearly 30-year finance veteran with experience across futures, securities, and fund management, previously helped establish Yuanshun Yongfeng Fund and served at Century Securities, Taiping Fund, and Xiamen ITG Capital Group. An insider attributed the change to a strategic deployment by controlling shareholder Huafu Securities Group, aimed at strengthening the fund company's leadership and accelerating new strategic initiatives. Xingyin Fund, formerly Huafu Fund, was established in 2013 and managed 1455.96 billion yuan in public funds as of June 30, 2026. The move is part of a broader trend of frequent executive changes in China's public fund industry, with 290 senior management changes recorded year-to-date as of September 18, driven by generational turnover and shareholder strategic adjustments.

Reasons Behind the High Turnover
Industry analysts attribute the frequent senior management changes to two main factors:
- Generational transition: A large number of senior executives are reaching retirement age.
- Strategic realignment: Shareholders are replacing management teams to adjust strategic priorities.
Notably, despite the high frequency of changes, most transitions have been smooth, and the overall operation of the industry has not been significantly impacted. This is attributed to the continuous improvement of corporate governance systems within public fund companies.
