Five Chinese ministries, led by the Ministry of Industry and Information Technology, have jointly issued a notice to organize the recommendation of national green computing facilities for 2026. The notice releases an updated evaluation index system that incorporates new requirements for carbon emission总量和强度双控制度 (total volume and intensity dual control). The revised指标体系 includes four assessment areas: energy utilization, carbon emission management, water resource utilization, and computing resource utilization. New indicators such as unit computing energy efficiency, carbon utilization efficiency, digital carbon management, and product carbon footprint have been added. Key indicators including carbon utilization efficiency, water resource efficiency, renewable energy proportion, and rack utilization rate have been given higher weighting to emphasize green, low-carbon, and circular development. Facilities failing to meet key indicators like power usage effectiveness will be dynamically removed from the national green computing facility list. The ministry plans to promote these facilities as models to accelerate energy-saving and carbon-reduction transformations in digital infrastructure.
Source report
The Ministry of Industry and Information Technology (MIIT), together with four other government departments, has jointly issued the Notice on Organizing the 2026 National Green Computing Facility Recommendation Work (hereinafter referred to as the "Notice"). The initiative aims to support the development of low-carbon, green, and circular computing facilities, and to accelerate energy conservation and carbon reduction in digital infrastructure.
Key Contents of the Notice
The Notice specifies the requirements and procedures for the national green computing facility recommendation process. It also releases the 2026 National Green Computing Facility Evaluation Indicator System (hereinafter referred to as the "Indicator System").
In line with the national policy of implementing a dual control system over total carbon emissions and carbon intensity, the Indicator System has been optimized and adjusted based on evaluations conducted during the "14th Five-Year Plan" period.
Updated Evaluation Indicator System
The new Indicator System covers four major areas:
- Energy utilization level
- Carbon emission management level
- Water resource utilization level
- Computing resource utilization level
Key Changes in Evaluation Content
- New indicators have been introduced, including:
- Energy efficiency per unit of computing power
- Carbon utilization efficiency
- Digital carbon management
- Product carbon footprint
- These additions further emphasize leadership in energy efficiency and carbon efficiency.
Key Changes in Scoring
The weighting of several critical indicators has been increased, including:
- Carbon utilization efficiency
- Water resource utilization efficiency
- Proportion of renewable energy consumption
- Server rack utilization rate (shelf occupancy rate)
These adjustments reinforce the overall requirements for green, low-carbon, and circular development.
Dynamic Adjustment Mechanism
The Notice also states that facilities failing to meet key indicators—such as power usage effectiveness (PUE) from the previous year—or otherwise not complying with national green computing facility standards, will be dynamically removed from the national green computing facility list by the relevant departments.
Next Steps
MIIT will proceed with the selection and promotion of national green computing facilities in accordance with the Notice. The goal is to fully leverage the leading and driving role of these facilities, accelerate energy-saving and carbon-reduction retrofits in computing infrastructure, and promote green and low-carbon development.
