Beijing's new home market has shifted into high gear. On the evening of September 20, the Tongzhou Xiyue Jingyan project held its sales launch, with the developer reporting 508 units sold. On September 19, three projects—Huying Tianqing, Yizhou Guoxian Mansion, and Jinmao Manyu—opened for sale on the same day.
According to an incomplete tally by National Business Daily (NBD) reporters, in the first 20 days of September, the Beijing Municipal Commission of Housing and Urban-Rural Development issued 14 pre-sale permits, covering nearly 5,000 housing units across districts including Fengtai, Chaoyang, and Haidian.
This wave of launches reflects developers racing to market under the dual influence of the "August 28 New Policy," which promotes sales of completed properties, and the window of opportunity created by the upcoming Mid-Autumn Festival and National Day holidays.
On September 21, Cao Jingjing, General Manager of the Index Research Department at the China Index Academy, told NBD that the concentrated launch of multiple projects has increased supply across different regions, price brackets, and product types. This expands options for homebuyers, helps release previously accumulated demand, and provides support for new home transactions during the "Golden September" period.
Tight Timeline for Permits and Reservations
On September 20, Beijing Shoukai Co., Ltd., typically low-profile, saw its Party Secretary Zhao Longjie and General Manager Li Jie attend a project launch to show support.
Among the projects is Zunlizhu, located at the CY00-0310-9001/9002 plot in Hujialou Nanli, Chaoyang District, approximately 500 meters north of the China Zun tower. This plot was acquired by Shoukai in September 2025 for a reserve price of 446 million yuan.
According to the Beijing Municipal Commission of Housing and Urban-Rural Development, Poly Developments also received a pre-sale permit on September 20.
Since September, developers in Beijing have maintained a notably tight schedule for obtaining permits and collecting reservations.
NBD's incomplete statistics show that as of mid-September, the Commission had issued 14 pre-sale permits—including for Huying Tianqing, Yizhou Guoxian Mansion, and Yuhai Yunsong—totaling nearly 5,000 units. A particularly concentrated batch of seven permits was issued between September 15 and 17.
Notably, the time from permit to launch was just four days for Yizhou Guoxian Mansion and only three days for Xiyue Jingyan, reflecting a clear acceleration in market entry. On September 19, Huying Tianqing, Yizhou Guoxian Mansion, and Jinmao Manyu all held their first sales simultaneously. Huying Tianqing officially announced that all 296 units were sold out—a "sold-out-in-a-day" phenomenon. Yizhou Guoxian Mansion reported 408 units sold out of 510, while Jinmao Manyu's developer-issued poster showed 117 units subscribed.
In terms of product types, this batch of new listings includes lower-priced "first-time upgrade" units, mid-range improvement projects priced between 60,000 and 80,000 yuan per square meter, and high-end improvement products priced above 100,000 yuan per square meter.
Prior to this, the recovery trend in Beijing's new home market had already been evident. Data from the Beijing Municipal Bureau of Statistics shows that from January to August, the city's total floor area of newly built commercial housing sold reached 6.688 million square meters, a year-on-year increase of 1.6%. Residential sales accounted for 4.895 million square meters, up 12.5% year-on-year.
Cao Jingjing noted to NBD that most projects are currently proceeding according to their planned schedules, and the concentrated issuance of permits is also linked to the traditional "Golden September" sales season. However, the surge in new supply will intensify competition among projects, potentially leading to further divergence in sales performance. Projects with high quality and reasonable pricing are expected to perform relatively well.
"Golden September and Silver October" May See Transaction Growth
On August 28, multiple ministries including the Ministry of Housing and Urban-Rural Development jointly introduced a package of real estate policies.
"Currently, our reservation deposit is 200,000 yuan. Combined with three reservation discounts of 9.9% and two additional discounts of 9.9% during the fund-freeze stage, the effective discount is equivalent to 5% off the filing price. There will also be relevant discounts on the launch day," a sales representative for a new project in Shijingshan, Beijing, told NBD on September 21. Despite it being a weekday afternoon, the sales center and showroom were still crowded with potential buyers, and the consultation area was nearly full. "This is actually a relatively quiet period for us," the representative added.
Cao Jingjing pointed out that the recent concentrated launch of new projects has further diversified options in terms of region, product type, and price range. This helps attract some upgrade buyers and facilitates the transmission of demand from the secondary to the primary market. However, second-hand home prices are still in an adjustment phase. The time required to sell an existing home and the final transaction price continue to affect residents' ability to upgrade. While the chain of home replacement has improved, whether this will form a sustained linkage remains to be seen.
"Based on current performance, Beijing's 'Golden September and Silver October' is expected to maintain a certain level of activity. The overall market is likely to continue its current relatively stable trend, with transaction volumes potentially maintaining some growth, though divergence will persist," Cao Jingjing analyzed. On one hand, the effects of the demand-side optimization policies introduced in August are still being gradually released. On the other hand, September and October are traditionally peak sales seasons, which helps sustain market activity. However, after the earlier market adjustments, Beijing homebuyers remain generally rational. The sustainability of demand release still depends on residents' income expectations, price expectations, and the performance of the second-hand market. Therefore, it is more appropriate to interpret the current market performance as a recovery during the bottoming-out process.
Specifically, the second-hand market will remain a key support for "Golden September and Silver October." Cao Jingjing noted that as the number of listings stabilizes and supply-demand dynamics continue to improve, and as the total price threshold for many properties falls to levels affordable for first-time homebuyer families—combined with increased support from the housing provident fund—transactions are expected to remain active. In the new home market, projects with high quality, good locations, and reasonable pricing are likely to perform better than the market average.
