China's State Administration for Market Regulation (SAMR) has launched a nationwide special campaign to enforce minimum safety standards under the Compulsory Product Certification (CCC) system. As of the latest data, designated certification bodies have suspended a cumulative total of 108,500 CCC certificates involving 18,500 production enterprises, and revoked 44,900 certificates involving 13,000 enterprises. Among these revocations were more than 4,200 CCC certificates for power banks and lithium batteries that failed to continuously meet certification requirements. In May 2025, regulators adjusted the procedure for obtaining CCC certification for mobile power sources, shifting from voluntary sample submission by manufacturers to random sampling and sealing conducted by designated laboratories at production facilities. The frequency of unannounced inspections was also increased, and producers are now required to retain production traceability data for at least three years. Despite these measures, incidents of spontaneous combustion involving power banks continue to occur. On September 15, a 3C-certified power bank carried by a passenger on Hunan Airlines flight A67776 caught fire during disembarkation in Changsha, though the flames were quickly extinguished with no impact on subsequent flight operations.
