Senators introduce bill to give lifetime identity protection to OPM breach victims

Senators Mark Warner, Tim Kaine, Angela Alsobrooks, Chris Van Hollen, and Delegate Eleanor Holmes Norton have introduced the RECOVER PII Act, which would provide lifetime identity protection and up to $5 million in identity-theft insurance to the 22.1 million federal employees, contractors, and their families affected by the 2015 Office of Personnel Management (OPM) data breaches linked to China. The current 10-year coverage, mandated by a 2017 appropriations law, is set to expire on September 30, 2026. The bill also allows agencies to reimburse employees for privacy tools. The stolen data includes Social Security numbers and security clearance records, which adversaries can combine with other data to target personnel. Similar bills have failed in the past.
