The German Football Association (DFB) Referee GmbH, led by Managing Director Knut Kircher, met with the Bundesliga's Football Commission in Frankfurt on Monday to decide on adopting rule changes from the FIFA World Cup in America. Key decisions include: corner kicks will not be reviewed by VAR to avoid increasing interventions; covering the mouth with a hand or jersey during disputes will result in a maximum yellow card, not a red; and players leaving the field in protest will also not receive a red card. New time-wasting measures were confirmed: goal kicks and throw-ins must be taken within five seconds or possession changes; substituted players must leave within ten seconds or the substitute must wait one minute; and injured players treated on the field must leave for at least one minute, with exceptions for goalkeepers and those fouled. Referees will strictly enforce the captain's rule and punish unsportsmanlike conduct like delaying restarts or disrespecting officials.

The German Football Association (DFB) Referee GmbH and the Bundesliga's "Football Commission" (formerly DFL) met on Monday in Frankfurt to discuss the optional adoption of rule changes introduced by FIFA at the World Cup in America. Key decisions have been made regarding how these rules will apply in the Bundesliga.
Key Decisions on VAR and Disciplinary Rules
- Corner kicks will not be reviewed by the Video Assistant Referee (VAR) in the Bundesliga, in order to avoid increasing the number of VAR interventions.
- Covering the mouth with the hand or jersey during a dispute with an opponent will result in a maximum of a yellow card, not a red card.
- Players who leave the field in protest will also not receive a red card.
Focus Areas for Referees
According to Managing Director Knut Kircher (57), referees will pay particular attention to the following in the new season:
- Strict adherence to the captain's rule, which was frequently disregarded at the World Cup.
- Consistent punishment of unsportsmanlike conduct, including:
- Preventing a quick restart of play after a free kick.
- Disrespectful behavior toward the referee, such as complaining or dismissive waving.
- Distinguishing between legal and illegal positioning near the goalkeeper:
- A player merely positioning himself next to, behind, or in front of the opposing goalkeeper is allowed.
- Actively moving the body into the goalkeeper, blocking him, or hindering his catching or defensive action constitutes a foul.
Rule Changes Already Set for the New Season
- Goal kicks and throw-ins must be taken within five seconds, otherwise possession changes. The opponent takes the throw-in or is awarded a corner kick instead of a goal kick. This measure is intended to combat time-wasting.
- Substituted players must leave the field within ten seconds after their substitution is indicated. If they fail to do so, the substitute must wait one minute and until the next stoppage in play before entering the field. Until then, the team plays with one fewer player. This also aims to prevent time-wasting.
- Injured players who are treated on the field or cause an injury-related stoppage must leave the field for at least one minute. Exceptions include:
- Injured goalkeepers.
- Players injured by a foul for which the opponent received a yellow or red card.
- Injured players who are to take a penalty kick.
