OpenAI announces 3.2 GW Project Camellia datacenter in Effingham County, Georgia

OpenAI has announced Project Camellia, a long-term datacenter project in Effingham County, Georgia, with a 3.2 gigawatt power contract with Georgia Power to be delivered in phases between 2028 and 2032. The company made several commitments: electricity rates will not increase for residents, water use will be minimal via a closed-loop system, and $80 million in community benefits will be directed toward local priorities such as schools, public safety, and workforce training. Additionally, OpenAI will provide up to $71 million in Codex credits to eligible Georgia college students. The project is expected to create thousands of construction and permanent jobs and make OpenAI the largest taxpayer in the county. An annual independent audit will ensure accountability. A public open house is scheduled for July 23 to gather community input for a Georgia Community Compact.
