OCC Approval and Analyst Commentary
On July 10, 2026, Clear Street analyst Owen Lau reported that Circle Internet Group received final approval from the U.S. Office of the Comptroller of the Currency (OCC) to establish a national trust bank, to be known as Circle National Trust. The approval follows a conditional approval granted in December 2025 and places Circle National Trust under direct federal oversight by the OCC.
Clear Street noted that the license enables at least three new functions for Circle:
- Federally regulated fiduciary digital-asset custody
- Direct institutional custody
- USDC Reserve management
Lau described the approval as another milestone for both Circle and the broader industry, enabling the provision of traditional services previously reserved for large banks. While the immediate revenue contribution is expected to be minimal, Clear Street observed that the stock rose approximately 7% in midday trading. This movement reflects a prior overshoot to the downside driven by OUSD competition, as well as the potential to capture a new revenue stream over the longer term.
Clear Street maintains a Buy rating and a $157 price target on the shares.

Also on July 10, Circle Internet Group announced it had received OCC approval to establish First National Digital Currency Bank, N.A., a national trust bank operating under the name Circle National Trust. The company stated that the bank will offer fiduciary digital asset custody services for Circle and its affiliates upon opening, and may eventually extend digital asset custody services to a limited number of institutional customers.
Analyst Upgrade
On July 8, US Tiger analyst Bo Pei upgraded Circle Internet from Hold to Buy, setting a $100 price target. Pei stated that concerns over stablecoin competition have been "over-discounted."
