Texas AG Paxton Demands Dallas Sheriff Formalize ICE Partnership
Texas Attorney General Ken Paxton is investigating Dallas County Sheriff Marian Brown for allegedly refusing to enter a formal cooperation agreement with U.S. Immigration and Customs Enforcement (ICE). This action stems from a 2017 state law requiring sheriffs operating jails to participate in the federal 287(g) program, which grants local law enforcement specific immigration enforcement authorities. While sheriffs in El Paso, Bexar, and Harris counties have initiated or finalized such agreements since the law took effect on January 1, Dallas County has not. Paxton emphasized in a letter that the decision to seek an agreement is not discretionary for the sheriff. Despite the lack of a formal warrant service partnership, the Dallas County Jail remains among the top ten nationwide for honoring ICE detainers, processing over 4,000 requests between September 2023 and July 2025. This volume surpasses Bexar County during the same period, though it trails Harris County. The 287(g) program includes models for warrant services and task force operations, with Texas sheriffs having signed 270 cooperative agreements as of May 12.
