South African Drilling Timeline Uncertain Pending Appeals Review
Hydrocarbon exploration activities in South Africa’s Orange Basin face continued uncertainty as the exact timing for drilling operations remains unclear. Although the Department of Mineral Resources and Energy granted environmental authorization for Block 3B/4B in September 2024, the process was suspended pending a Supreme Court of Appeal judgment regarding a separate block held by TotalEnergies and Shell. With the suspension lifted in March 2026, a specialist panel is now being appointed to review appeals and advise the Minister. TotalEnergies, which assumed operatorship from Meren Energy (formerly Africa Oil) alongside partner QatarEnergy, plans to drill the first well at the Nayla prospect once final confirmation is received. The block, located off western South Africa, lies south of significant recent oil discoveries in Namibia. While the regulatory path is advancing, the duration of the specialist panel’s review creates ambiguity for the immediate commencement of offshore drilling efforts.
