Russian State Duma Ratifies EAEU-Indonesia Free Trade Agreement

The Russian State Duma, the lower house of parliament, has officially ratified the free trade agreement between the Eurasian Economic Union (EAEU) and Indonesia. The agreement, originally signed in St. Petersburg on December 21, 2025, establishes a preferential trade regime covering approximately 90% of goods exchanged between the parties. This legislative move aims to foster deeper trade and economic cooperation across multiple sectors, including manufacturing, agriculture, energy, information technology, scientific research, and digital development. According to the ratification documents, the deal is designed to enhance collaboration on technical customs regulations and sanitary measures. While the State Duma’s Committee on CIS Affairs noted that implementing the agreement will not require additional federal budget expenditures, it acknowledged that the tariff preferences granted would result in a loss of revenue from import customs duties. This ratification marks a significant step in strengthening economic ties between the EAEU member states and Indonesia, facilitating smoother trade flows and regulatory alignment. The decision reflects a broader strategic effort to expand economic partnerships in the region without imposing new financial burdens on the Russian federal budget, despite the anticipated reduction in customs income.
