UK Regulator Proposes Commitment Fee for Data Center Grid Connections

Britain's energy regulator, Ofgem, has launched a consultation on a proposed Data Centre Commitment Fee aimed at preventing speculative data center projects from blocking grid capacity. The fee, ranging from £237,500 to £712,500 per megawatt (2.5% to 7.5% of average project costs), would be paid when accepting a connection offer, refunded upon reaching grid connection status, and forfeited if the project exits the queue early. Ofgem is concerned that a significant number of projects in the connection queue may not proceed, delaying viable developments and creating misleading signals about future network investment needs. The proposal follows a surge in connection applications driven largely by data center demand. Last year, Ofgem approved a £24 billion investment program to expand the power grid and boost energy security. The consultation aims to ensure network capacity is used for investment-ready, viable projects.
