Montreal Port Appoints Paul Bird as New CEO Amid Major Expansion
The Montreal Port Authority has appointed Paul Bird as its new President and CEO, effective June, following the abrupt departure of Julie Gascon earlier this year. Bird, who previously served as the port’s chief commercial officer, is well-versed in the organization's ambitious Contrecoeur terminal expansion, having overseen its planning for six years before briefly joining Alto’s high-speed rail project. His return coincides with a critical strategic phase for the port, highlighted by the securing of a $1.16 billion loan from the Canada Infrastructure Bank. The leadership change has drawn scrutiny from Canadian politicians, with a House committee voting to summon both Bird and Gascon to explain their departures during such a pivotal expansion period. The Contrecoeur project has seen its estimated costs rise significantly to $2.3 billion, up from pre-pandemic estimates of around $800 million. While Gascon had previously indicated negotiations with DP World were advanced, the recent financing deal with the CIB marks a major milestone. The reasons behind Gascon’s sudden exit remain unexplained by the Authority, raising concerns among lawmakers about stability in the project's leadership.
