L.M. Menezes, Pioneer of Chennai’s Urban Development, Dies at 89

Louis Manuel Menezes, a former Indian Administrative Service (IAS) officer and key figure in Chennai’s urban planning, has passed away at the age of 89. Menezes died on May 14, leaving behind a legacy of transformative urban development and slum improvement initiatives in the city. Joining the Chennai Metropolitan Development Authority (CMDA) in 1977, he played a pivotal role in launching the Madras Urban Development Project (MUDP) with assistance from the World Bank. He is credited with successfully implementing the cross-subsidy concept for urban housing, which provided affordable homes to thousands of low-income families in Chennai’s slums. His work laid the foundation for subsequent flagship projects, including MUDP-II and various phases of the Tamil Nadu Urban Development Project (TNUDP). Colleagues, including former CMDA Chief Planner K. Kumar and former IAS officer M.G. Devasahayam, praised his integrity and innovation. Menezes also contributed to curbing unauthorized construction as part of a High Court-appointed monitoring committee and initiated the digitalization of CMDA records. He later served as the secretary to the government in the Housing and Urban Development Department, significantly shaping the region's infrastructure and housing policies.
