GDA and Above Zero Consortium Sign PPP for Thandiani Mountain Destination
The Galiyat Development Authority (GDA), under the Government of Khyber Pakhtunkhwa, has signed a landmark 100-year Public-Private Partnership agreement with the Above Zero Consortium to develop Thandiani Top into Pakistan’s first purpose-planned, four-season mountain destination. The project, structured on a Design, Build, Finance, Operate, and Transfer (DBFOT) basis, aims to establish a new model for sustainable mountain living that balances development with ecological conservation. The consortium, comprising Tahir Builders and Qubed Hospitality, will invest significantly in creating a pedestrian-first public realm, a hospitality district, and residential areas. Mohammad Fawad, Director General of GDA, stated that the agreement sets a national template for ecological development and is projected to contribute over PKR 23.2 billion to the provincial government. The master plan is being prepared by an international architectural firm, with groundbreaking anticipated by late 2026 following mandatory environmental impact assessments. This initiative represents a strategic shift in Pakistan’s tourism landscape, emphasizing long-term sustainability and community participation while aiming to attract global tourists to the region.
