Delhi Government Orders Private Schools to Form Fee Regulation Panels by July 15

The Delhi government has mandated all private unaided schools to establish School-Level Fee Regulation Committees (SLFRCs) by July 15 under the Delhi School Education (Transparency in Fixation and Regulation of Fees) Act, 2025. The law was passed in August 2025 following citywide protests against unregulated fee hikes. Each committee must include representatives from school management, the principal, three teachers, five parents, and one government nominee. Education Minister Ashish Sood stated that education is a noble service, not a commercial business, and warned against arbitrary fee hikes. Schools must issue a seven-day public notice before conducting draws for parent representatives, with the process video-recorded and monitored by a government observer. Schools must submit three-year fee proposals backed by audited financial statements by July 31. The Directorate of Education warned that violations will result in severe penalties. Excess fees collected during the interim period are subject to refund or adjustment based on final judicial outcomes.
