In an open letter, Environment Minister and COP31 President-Designate Murat Kurum confirmed that the World Leaders’ Summit will occur in Antalya on November 11-12, during the third and fourth days of the main negotiations. Additionally, a pre-COP meeting is scheduled for October 5-8 in Fiji and Tuvalu, reflecting a strategic partnership with Australia. Australian Climate Minister Chris Bowen will serve as President of Negotiations, holding exclusive authority over talks. Kurum also appointed Samed Ağırbaş, head of Türkiye’s Zero Waste Foundation, as the High-Level Climate Champion, and Sally Higgins, an Australian cattle farmer and sustainability consultant, as the Youth Climate Champion. The presidency will utilize the Troika approach, collaborating closely with previous and future hosts including Azerbaijan and Brazil, to ensure stability and continuity in global climate diplomacy.
