Singapore’s National AI Program Switches from Meta to Alibaba’s Qwen
Singapore’s national artificial intelligence initiative, managed by AI Singapore (AISG), has officially transitioned its Sea-Lion large language model away from Meta’s architecture to adopt Alibaba Cloud’s Qwen framework. The newly released version, Qwen-Sea-Lion-v4, is built upon the Qwen3-32B foundation model and was developed with technical support from Alibaba Cloud. This updated model supports 119 languages and dialects, having been trained on 36 trillion tokens, including an additional 100 billion tokens specifically focused on Southeast Asian languages provided by Alibaba. AISG contributed regional datasets and managed the evaluation process. Currently, Qwen-Sea-Lion-v4 ranks first among open-source models with under 200 billion parameters in the South-east Asian Holistic Evaluation of Language Models. The model is publicly available on the AI Singapore website and Hugging Face. This strategic shift marks a significant development in Singapore’s SGD 70 million national multimodal model program, which was launched in December 2023 to enhance regional AI capabilities and linguistic inclusivity.
