The first phase of the Census 2027, specifically the House Listing and Housing Census (HLO), has officially commenced in the Indian state of Mizoram. This initial stage is scheduled to run until May 15, 2026, followed by the Population Enumeration phase in February 2027. A significant aspect of this census is the inclusion of foreign refugees residing in the state, who will be counted during the second phase regardless of their nationality, excluding diplomatic personnel. Officials clarified that the census focuses on residence rather than citizenship. Mizoram currently shelters approximately 30,000 Chin refugees from Myanmar, fleeing the 2021 military coup, and around 2,000 refugees from Bangladesh. The census questionnaire includes specific inquiries about migration patterns and reasons for displacement. Prior to the field operations, an online self-enumeration portal recorded over 10,000 submissions between April 1 and April 15. The last official census in 2011 recorded Mizoram's population at 10.97 lakh.
