Launch of Independent Foreign Terrorist Fighters Knowledge Hub by ICCT and Asser Institute
The International Centre for Counter-Terrorism (ICCT) and the T.M.C. Asser Instituut have launched the Foreign Terrorist Fighters (FTF) Knowledge Hub, an independent online resource providing quantitative and qualitative data on individuals who traveled to Syria and Iraq to support terrorist groups. Developed with contributions from the United States and Jordan as co-chairs of the Global Counterterrorism Forum (GCTF) FTF Working Group, the Hub aims to enhance understanding of the FTF phenomenon, facilitate data exchange, and promote rule-of-law-compliant policies. It features country-specific data, a policy matrix detailing national prevention and rehabilitation measures, legal frameworks, and a library of academic research. Although inspired by previous GCTF initiatives, this new platform operates independently, relying on credible open-source research. The Hub serves policymakers, researchers, and media by tracking trends, including those regarding women and children returnees. As an open-source product, it invites contributions of data and literature via a standardized questionnaire, with submissions subject to review before public publication. This initiative supports the implementation of the GCTF's Hague-Marrakech Memorandum while maintaining institutional independence.
