Global asset manager Keppel has been awarded a 20-year contract by Singapore’s Housing and Development Board (HDB) to build and operate centralised cooling systems for nine additional Build-To-Order (BTO) projects in the Tengah new town. Announced on April 16, 2026, this agreement covers approximately 10,000 households in the upcoming Brickland, Park, and Forest Hill districts. This expansion follows Keppel’s previous contract for three other Tengah projects, bringing the total number of households served by Keppel’s system to 14,000. The centralised cooling solution, which uses chilled water piped from central chillers, is designed to be up to 30 percent more energy-efficient than conventional air-conditioning. Keppel aims to address previous industry challenges, such as those experienced by SP Group, by incorporating optimized pipe placement for better aesthetics and connecting the system to a remote operations nerve centre in Changi for real-time monitoring. Residents will have the option to subscribe to this service, with design mock-ups available for viewing at HDB Hub.
