ICCT Organizes Roundtables on PRR Practices for Iraqi Returnees from Syria
The International Centre for Counter-Terrorism (ICCT), in partnership with the International Organization for Migration (IOM) and Iraq's Office of the National Security Advisor (ONSA), organized four roundtables focused on Prosecution, Rehabilitation, and Reintegration (PRR). Held in Erbil and Baghdad between February and April 2022, these sessions aimed to support Iraqi government institutions and international organizations. The initiative aligns with the United Nations Global Framework regarding the return of third-country nationals from Iraq and Syria. ICCT experts provided technical guidance on screening, risk assessment, and reintegration strategies specifically tailored for the approximately 30,000 Iraqi nationals returning from the al-Hol camp in North-East Syria. This effort supports Iraq's public commitment to repatriate its citizens from the region, contrasting with the reluctance of many other states. The roundtables facilitated dialogue on applying evidence-based good practices to manage the complex challenges associated with reintegrating individuals affiliated with violent extremist groups, including women and children, into Iraqi society while ensuring security and adherence to global standards.
